Nebraska Public Power District (NPPD) has an immediate opening for a Payroll & Compliance Supervisor located at Columbus General Office in Columbus, Nebraska. Position closes Sunday December 1st at 11:59 p.m. Central Time.
This position will report to the Total Rewards Manager.
Incumbent is accountable for the District’s payroll and compliance programs, which includes oversight and direct supervision of the payroll area. Incumbent provides leadership, direction, and planning of processes for this area. Incumbent also provides direction on employee handbook updates, HR standards and procedures, unemployment compensation, military leave, and recognition programs. Provide leadership, direction and planning for compensation outside of base and incentive pay to include overtime, special pay, bonus programs, retention agreements and separation packages. Provide direction and oversight for the Prevailing Wage programs related to Payroll.
Bachelor’s degree in Human Resources, Business Administration or a related area and six years of professional level HR/Payroll experience is required. Excellent change management and communication skills are required, including strong presentation, written and Microsoft Office skills. Strong analytical and problem-solving skills are required. Proven experience in leadership capacities and customer relations is required.
PHR, SPHR, or other HR-related certification is required within three years.
Provide administrative oversight of the payroll area including work direction and making or recommending decisions for hiring, performance improvement, salary administration and employee disciplinary action, including termination of employment. Ensure the team is provided with appropriate training and challenging work and that development opportunities are provided. Promote the effective use of technology for efficiency improvements and ensure quality reporting standards are met. Identify and implement continuous improvement opportunities and provide leadership or resources on projects.
Ensure compliance with federal and state laws and regulations and NPPD policy related to payroll and other assigned programs. Provide direction for out of the norm payroll situations. Oversee compensation not related to base pay or incentive programs to include overtime, special pay programs, retention agreements, bonus programs, and separation packages and tracking and/or reporting of the program data. Participate in the updates of programs related to Payroll, Time & Attendance, Prevailing Wage, leave programs and scheduling programs, providing guidance and direction to the payroll staff and other members of the team.
Provide leadership, direction and planning for the District’s Human Resources compliance programs. Review and update current programs as needed and develop new documents in accordance with changing regulations.
Ensure that the employee communications and service/retirement gift processes are appropriate, efficient and effective. Ensure compliance with all IRS regulations associated with gifts.
Provide oversight and consultative resources to managers and employees on payroll matters, employee handbook updates, unemployment compensation, military leave, verifications of employment and employee recognition.
Partners with other members of the HR Management team to provide knowledge, resources and assistance to the HR Business Partners, as well as the entire HR team.
Accountable for the efficient and effective management of vendor contracts and relationships as it relates to assigned HR areas, ensuring the highest quality solution at the lowest cost possible.

Salary Information - Nebraska Public Power District offers a competitive starting salary with opportunities for growth. In addition to the base salary range listed below, NPPD employees may also be eligible for our Annual Incentive Program (AIP) that may supplement total compensation at a level above and beyond the stated salary range. Successful applicants will be provided more information regarding the incentive program at the time of an interview.
Pay Grade - 15 Monthly
Typical Pay Grade Starting Salary Range: $8,888.00 - $11,333.00
Travel Required: Up to 25% (With no or minimal overnight stays, less than 3 per month, typically within state of Nebraska) Travel required may fluctuate by business need. This is an estimate and will be discussed further with candidates that receive an interview.
