POSITION TITLE:  Recreation Coordinator                     

REPORTS TO: Recreation Supervisor

SUPERVISES: Contracted Staff, Part Time and Seasonal Staff, Volunteers

PURPOSE OF POSITION: This is supervisory and administrative work directing the operation of a section, division or recreation specialty of the City of Papillion Recreation Department. (Recreation Specialty division include but not limited to aquatics, outdoor recreation, events, sport/field management, membership services and general recreation programming.) Work involves responsibility for planning, organizing, staffing and implementing recreational activities in an assigned area or specialty in order to provide leisure time activities for the public.  Work includes extensive public contact and immediate supervision of subordinate recreational employees and recreational service contractors.

The incumbent will be required to work varied hours during the week, including evenings and weekends.  The incumbent will also be required to perform duties on an on-call basis, as needed.

ESSENTIAL FUNCTIONS:

Assists with supervisory functions such as; interviewing, selecting and training employees, supervises subordinate personnel, assists with staffing, work schedules, assigning work duties, conducting performance evaluations and recommending disciplinary action.

Assists with plans and promotes various recreation programs and activities; recruits and coordinates volunteers to assist with activities; determines location, equipment and material needs and submits requests for approval.

Assists in the scheduling, organization and instruction of various programs and activities including but not limited to special events, year-round athletic leagues, family and youth recreation programs, etc.; inspects recreation fields and facilities for proper use and maintenance to ensure continuous operation of departmental services.

Attends various meetings within the park and recreation community to  keep up to date current trends in the field of recreation programs and activities and in specific areas of expertise.

Assists in the supervision and maintenance of departmental equipment inventory and recommends the purchase of materials as needed.

Assists management staff in the development of departmental plans, goals, policies and procedures.

Assists management with the preparation of the departmental annual budget including but not limited to maintaining records on the department’s business transactions and preparing reports on departmental activities, as requested.

Operates city vehicles for special events, programs or meetings as required.

Performs administrative duties including the preparation of various reports and records pertaining to the duties performed.

Operates standard office equipment in the performance of job duties, i.e. copier, personal computer, calculator, Point of Sale system etc.

 

Establishes and maintains positive public relations with community groups, the public, other employees and other governmental agencies as needed.

Attends various meetings as required.  Must be prepared to answer inquiries and make recommendations pertaining to the functions of the department, recreational facilities and programs as well as questions regarding city policies.

Physical presence at the assigned job location is an essential function of this role. This position requires onsite attendance during assigned working hours, with remote work arrangements unavailable. Management may consider exceptions under specific circumstances and in accordance with city policies.

ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY:

Knowledge and experience in the methods, techniques, and materials and equipment used in the development and implementation of recreational programs.

Knowledge of sport and recreation activities and programs relevant to the assigned specialty area or program.

Knowledge of city responsibilities and ability to use independent judgment in the performance of duties.

Knowledge of and ability to perform input and retrieval functions utilizing a variety of computer programs dealing with word processing, spreadsheets and data bases, including but not limited to recreational software such as Civic Rec.

Knowledge of community resources and agencies available to the public.

Ability to teach recreational activities to individuals of all age groups.

Ability to learn and apply city, state and federal laws, policies and regulations which impact the city’s recreational activities, facilities, parks and athletic fields.

Ability to learn and interpret rules, regulations, laws and ordinances affecting the principles and practices of public recreation.

Ability to plan, organize, direct, instruct and evaluate diverse recreational programs adapted to community preferences and needs.

Knowledge of and ability to train personnel in the occupational hazards and safety precautions of recreational programs and activities.

Ability to assign, direct and supervise the work of subordinates.

Ability to work with a variety of age groups with diverse needs in social, physical and athletic activities and programs.

Ability to accurately prepare and maintain records, reports and other departmental documents.

Ability to plan and organize a personal work schedule, set priorities and meet deadlines.

Ability to perform job duties efficiently while managing frequent interruptions.

Ability to deal with the public in a courteous and tactful manner.

Ability to operate standard office equipment.

Ability to type accurately using a, word processor and personal computer.

Ability to understand and follow both oral and written instructions.

Ability to communicate effectively, verbally and in writing, in English.

Ability to establish and maintain effective working relationships with the various community groups, the general public, other employees, other governmental agencies and municipal officials.

Ability to maintain regular and dependable attendance on the job, including attendance and job performance for possibly prolonged periods of time when called out on short notice due to weather conditions, emergencies and similar situations of public necessity.

 

ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES:

Must possess a valid driver’s license at the time of hire.

Graduation from an accredited college or university with a Bachelor’s Degree in Parks and Recreation Management, Physical Education or related field, or an equivalent combination of education, training and experience.

Must have a minimum of 1 years of responsible experience in conducting organized recreation activities.

Obtain First Aid and CPR Certification within 6 months of employment.

 

ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:

Work may be performed indoors in an office setting or outdoors, over rough terrain, inspecting recreation facilities, game fields and swimming pool areas.  Work requires a considerable amount of physical activity, including walking, standing, kneeling, bending, crouching, reaching, stooping, lifting and carrying various supplies, equipment, files and other materials.  The incumbent is required to frequently sit or stand for extended periods of time, talk, hear and must have the ability to transport themselves to and from various locations throughout the city.

While performing the duties, the incumbent is required to use hands to finger, handle, feel or operate objects or supplies and equipment.  Hand-eye coordination is necessary to operate computers and various other pieces of equipment.  Work may occasionally be required in times of darkness.  Vision abilities require include close vision and the ability to adjust focus.  The noise level is usually quiet or moderate, but may be intense depending on scheduled activity. 

Work requires extensive interaction with the general public and other community groups and may be stressful when dealing with irate citizens and/or meeting deadlines.
