Manager Physical Security

Responsibilities
 

The Manager Physical Security Systems will ensure all conduct reviews and assessments of physical security and procedures for the OPPD facilities to ensure appropriate security measures are in place, being utilized, and documented.  The Manger Physical Security will make sure each assessment and review includes coordination and collaboration with OPPD site specific facility managers, emergency management and business continuity.
 
1. Build and maintain a competent/capable team of staff in alignment with OPPD's Accountable Management System (AMS) guidelines. 
- Effectively apply OPPD's Managerial Leadership Practices (MLPs) (i.e.: Management Accountabilities, Talent Inventory, Succession Planning, Organizational Performance Planning, Clarity Building, etc.) for assigned staff. 
- Develop and implement Individual Development Plans (IDPs) for all direct reports targeting: specific performance gaps necessary to fulfill the work of the Role, any currently assigned Key Accountabilities (KAs), or any special assignments designed to enhance the effectiveness of Role, Department, Division, etc. (Completed Annually)
- Oversee and lead the development and implementation of Individual Development Plans (IDPs) for High Potential Skip-level-Reports (SLRs)). Ensure designed plans prepare the individual to successfully assume work/role(s) as a direct report either within organizational scope or across departmental, divisional, or BU lines. (As Required) 
- Develop and maintain a set of staff performance metrics.
- Reinforce, monitor and hold subordinate managers accountable for the effective application of OPPD's Manager Leadership Practices.

2. Accountable to develop and implement plans and programs (1-2 years in scope) to achieve OPPD and Business Technology & Building Services strategic objectives and to deliver desired outputs/assigned KAs of the Corporate Security division.
- Provides oversight to ensure Corporate Security procedures and activities comply with NERC requirements when appropriate.
- Develops and maintains inter-agency contacts to help facilitate and ensure Intelligence Analysts are actively involved with local, state, and federal law enforcement and intelligence agencies to identify and disseminate information to appropriate OPPD personnel to aid in prevention and mitigation of risks of targeted violence and intentional disruption to OPPD operations.  
- Provides direction to ensure this information will be utilized to aid overall OPPD security and safety to its personnel as well as facility assessments and reviews, emergency management and business continuity planning.
- Provides oversight and aids in District coordination of Security systems including managing authorization of physical keys, electronic card access, security cameras, life safety alarms, critical function alarms.  
- Ensures legal, ethical compliance and best operational utilization.  Systems will be integrated to ensure critical information is pushed to the authorized users to improve timeliness of identification of concerning security situations. 
- Responsible for the setup of the system and identification of complementary systems for integration.  Instills cross-training for allowing each security system coordinator to provide back-up support to related security systems.  Will work with stakeholders to identify and set up functional views, identify authorized users and integrations.  Works directly with OPPD support or vendors to identify best operational processes, system maintenance, and plan for future improvements to systems. 
 

Qualifications

 

Required: 
- Bachelor of Arts or Science degree from an accredited college or university, preferably in the field of communication, education, psychology or business, or the equivalent in formal education/experience. 
- Ten years experience in security or law enforcement with at least five years in progressively responsible positions. 
- Work experience managing, using or coordinating physical security systems such as access controls, security cameras, etc. 
- Working knowledge in conducting or overseeing risk and threat assessments
- Experience in dealing with compliance or accreditation standards and developing or conducting appropriate responses.
- Experience in managing or having operational participation with developing or exchanging intelligence information.

Desired: 
- Master degree in related field
- CPP or equivalent certifications in security related fields
- Five years' experience in management of utility security operations.
 

Time Demands:
1. This position is considered an "essential position" meaning when business necessity and continuity needs are emergent, this position will be required to report to work and may be required to work hours beyond an employee's normal shift.
2. Maintain regular and predictable attendance in alignment with Departmental policy.  
3. Must maintain 24-hour availability for technical and professional assistance, emergency response, and directing remedial action in response to such emergencies, as well as maintain availability as required for on call duty.

Closing Statement

 

Salary Grade: S6

Base: $104,645

Midpoint: $130,806
